Job Description: 

Longwood University invites qualified applicants to apply for the position of Deputy Chief of Police / Administrative Lieutenant / Law Enforcement Officer II (00128) in the Department of Police and Public Safety. The Deputy Chief of Police / Administrative Lieutenant serves as the department's second-in-command for administrative operations, functioning as a second-level law enforcement supervisor and principal compliance officer for the Longwood University Police Department. The position reports directly to the Associate Vice President for Public Safety & Chief of Police and carries broad responsibility across records management, state accreditation, Clery Act compliance, emergency communications, technology infrastructure, and personnel management. When operational needs arise, the Administrative Lieutenant is authorized to assume patrol management responsibilities and command operations in the absence of the Patrol Operations Lieutenant or in support of large events and complex incidents, ensuring seamless, round-the-clock departmental continuity.

The Longwood University Police Department (LUPD) is a fully sworn, accredited law enforcement agency dedicated to serving the campus community through the principles of 21st-century guardian-centered policing. LUPD officers hold full police authority under the Commonwealth of Virginia and operate 24 hours a day, 365 days a year across the university's main campus in Farmville, Virginia. Longwood University's mission (developing citizen leaders prepared to make positive contributions to the common good) is at the heart of everything LUPD does. The department's strategic roadmap prioritizes officer wellness, community engagement, compliance excellence, and continuous operational improvement. The Administrative Lieutenant is central to executing that roadmap. 

As a 24/7 law enforcement agency, staff may be assigned to work multiple shifts, including nights, weekends, and holidays, to meet operational needs. This position is considered emergency personnel. Staff must report to work or be called in during inclement weather, emergencies, or staff shortages. Selected candidates are expected to work 12-hour shifts, day or night, based on department needs. Overtime work outside normal shift hours may be required. 

This position is located in Farmville, Virginia, and is required to work in person on Longwood University's campus.

Essential Responsibilities and Duties:

Accreditation & Records Management

• Lead the LUPD process for obtaining and maintaining Virginia State Law Enforcement Accreditation.
• Review and monitor officer reports in the department Records Management System (RMS) for accuracy; approve or return for revision.
• Serve as the primary point of contact for crime statistical and background check inquiries.
• Forward completed reports to the Commonwealth Attorney's Office and other authorized recipients as required.
• Supervise and ensure the ongoing integrity of the department's evidence room, lost and found, and surplus property.
   

Performance Management

• Communicate clear, measurable performance expectations aligned with departmental goals.
• Provide frequent, constructive feedback and conduct interim and formal evaluations.
• Identify training needs, resource gaps, and professional development opportunities for assigned staff.
• Address and document performance and safety issues promptly and thoroughly.
• Complete all performance planning and evaluation activities within established deadlines.
   

Administrative & Law Enforcement Duties

• Compile and submit timely, accurate Incident-Based Reports (IBR) to the Virginia State Police.
• Ensure departmental compliance with Title IX reporting requirements.
• Compile and analyze crime data for trend identification, officer productivity assessment, and campus notification.
• Maintain and update the daily crime report.
• Assume patrol command and manage operations in the Patrol Lieutenant's absence.
   

Clery Act Annual Security & Fire Report

• Oversee the collection of all required Clery data from departmental and campus partner sources.
• Gather student travel information and liaise with external law enforcement for crime statistics.
• Compile and submit the University's Annual Security and Fire Report to the U.S. Department of Education in full compliance with the Clery Act.
   

Emergency Communications

• Serve as LUPD liaison with the Farmville Emergency Communication Center.
• Draft and recommend policies governing dispatch protocols, interoperability, and critical infrastructure.
• Advocate for continuous improvement in police service delivery at the front office and agency levels.
   

Special Assignments & Collateral Responsibilities

Hiring Coordinator

• Coordinates applicant screening, interviewing, and hiring in cooperation with the Chief of Police; ensures adherence to agency, state, and federal regulations.
   

Campus Alert System Administrator

• Oversees operation, maintenance, and continuous improvement of the University Alert System; maintains dissemination records per applicable policy and statute.
   

VCIN/NCIC/LiveScan Coordinator

• Works with the Farmville Communication Center to ensure LUPD compliance with all VCIN/NCIC regulations; ensures access controls for authorized personnel only.
   

Property & Evidence Supervisor

• Ensures proper securing, documentation, and destruction of evidence; oversees general property and agency surplus processes.

Requirements

Requirements:

• High school diploma or equivalent (required for entry); college coursework or degree preferred.
• Valid Virginia driver's license with a driving history free of serious traffic infractions.
• Basic law enforcement certification (Current) from the Virginia Department of Criminal Justice Services (DCJS).
• Extensive experience as a sworn law enforcement officer within a campus policing environment preferred.
• Command/Supervisory experience in a law enforcement or related public safety environment. Experience in a campus policing environment preferred.
• Extensive working knowledge of VCIN/NCIC systems and applicable regulations.
• Thorough knowledge of 21st Century Policing practices, departmental policies and procedures, applicable laws, and regulations.
• Demonstrated ability to communicate clearly, concisely, and professionally in both written and verbal formats.
• Strong interpersonal skills; ability to build partnerships, drive consensus, and manage effective working relationships across diverse stakeholders.
• Sound judgment and critical analysis skills; ability to make timely, well-reasoned decisions and accept accountability for outcomes.
• Ability to schedule, prioritize, and manage multiple concurrent tasks, projects, and resource demands effectively.
• Demonstrated capacity to evaluate officer performance, support professional development, and address workplace conflicts constructively.

This is a full-time, classified, non-exempt position in pay band 4. A successful fingerprint-based criminal background investigation is required. AmeriCorps, Peace Corps, and other national service alumni are encouraged to apply.
