The Director of Emergency Management reports to the System Director of Emergency Management and engages in initiatives supporting the Emergency Management Program for Adventist Health. This individual will assist in providing market leadership and strategic program direction, and provide day-to-day engagement with a team of emergency managers. This position will also assist with emergency management initiatives within a client-based, multi-site hospital system of both acute care and critical access hospitals and clinics located across three states.

Emergency Management Competencies
  • Demonstrates advanced competence in Hospital Emergency Management, Emergency Preparedness (EP), and Disaster Preparedness.
  • As required, attends and participates in emergency preparedness meetings with state and federal agencies.
  • Provides consultative support for all Hospital departments and service lines to assure compliance with Joint Commission and CMS standards related to emergency planning and preparedness.
  • Facilitates a team approach to the integration of Emergency Planning standards into routine processes and activities at a system level.
  • Engages in continuous survey readiness, to assure effective compliance with EM standards.
  • Effectively partners with managers and leaders, practice councils, committees, and teams to assure that Joint Commission and CMS EM/EP requirements are integrated into daily management.
  • Identifies performance improvement opportunities using internal and external auditing to include rounding, tracers, and other appropriate methodologies.
  • At the system level, engages in managing educational opportunities, focusing on physicians, leaders, clinical caregivers, and ancillary staff associated with standards of compliance with EM/EP requirements.
  • Assists in managing the maintenance and standardization of system core documents, including a hazard vulnerability assessment, emergency action plans, annual risk report, and after-action reports for all incidents and exercises, and emergency preparedness and response policies and procedures.
  • Serves as a member of the System Emergency Management Council at the System headquarters and may function as a backup committee chair.
  • Responds to and assists in the System Command Center as direct support to System Incident Commander or on a temporary basis, as System Incident Commander on large-scale incidents.
  • Provides insight regarding developing the capability and capacity of the System Command Center for physical and virtual activations; addresses identified gaps and makes appropriate recommendations:

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  • A Bachelor's Degree in safety, emergency management, industrial hygiene, facilities management, clinical engineering, business, technology, healthcare management, nursing, and/or other related field required.
  • Master's degree or equivalent experience desired (will consider a Bachelor's degree with adequate career experience in lieu of advanced degree).
  • 3-5 years in the role of Emergency Management leadership or experience in law enforcement, associated government experience (FEMA) with experience with Joint Commission accreditation.
  • Knowledge of hospital/facilities management, clinical engineering, and/or regulatory standards is preferred.
  • Analytical skills to comprehend and interpret complex regulations, perform data analysis, and communicate results.
  • Strong supervisory skills with the ability to coach, mentor, and train.
  • Organizational and project management skills.
  • Experience in developing policies and procedures required.
  • Excellent interpersonal, communication, negotiation, and presentation ability.
  • Superior customer service, excellent facilitative leadership skills, relationship building and follow up skills.
  • Competent and advanced knowledge functioning in a virtual work-life environment as needed, using related Software Tools: WebEx, Microsoft Office Suite (MS Teams, SharePoint, Excel, PowerPoint); Use of Computerized Management System (CMMS) database applications (or like systems) highly desired.
  • Passion for quality - has an eye for detail to ensure the best service delivery for the client.


Certifications/Licenses
  • Possession of, or ability to obtain, an appropriate, valid driver's license required.
  • Certified Emergency Manager preferred.


Physical Work Requirements

Hearing: Hear in the normal audio range with or without correction.

Working Conditions
  • Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.

Work Schedules
  • Most System Directors work full time, traditional business hours.
  • In addition, this EM is mission-critical for our client and serves on-call 24X7 - 365 days a year supporting the client hospital system. This position may be required to work nights, holidays, weekends under stressful situations, and in less than ideal circumstances.
  • This leadership role is expected to be available to take calls at any hour of day or night as the position is part of the after-hours/emergency response team and is responsible for the facilities' needs to support building operations.


Required Travel
  • The role is assigned to our Roseville client corporate office but may be required to travel regularly throughout the client system, approximately 30% travel across California, Hawaii, and Oregon.


Employment Requirements

Be able and willing to successfully clear JLL pre-employment processes that could include a 10-panel drug screen, alcohol screen, and criminal background screen.

The client being a health care provider subject to federal Joint Commission guidelines, most roles on the account hold immunization requirements as a part of new hire onboarding. This could include proof of immunization, the ability to obtain immunizations, or meeting client requirements for declination of immunizations.
