Job Title: Public Safety Communications Center Operations Manager
As the Operations Manager, you will coordinate and supervise the day-to-day administrative operations of the Public Safety Communications Center (PSCC).
Operations Manager (PSCC)
Serves in the Public Safety Communications Center (PSCC) of the Office of Public Safety, located at Ronald Reagan Washington National Airport.
Works closely with the Assistant Director to ensure alignment with department policies and objectives, while independently managing the daily operations, procedures, and practices of the PSCC. The Operations Manager serves as a liaison between the administration and operations teams, ensuring the effective implementation of the department’s mission and goals. Performs related functions.
GENERAL RESPONSIBILITIES
Administers the daily shift operations of the PSCC in coordination with police, fire, and EMS departments.
Ensures all shifts operate uniformly, adhering to legal, technical, and administrative guidelines to meet the agency’s mission.
Serves as an integral member of the management team, supporting the Director in delivering on goals, initiatives, and services consistent with department directives.
Oversees the assignment of individual and group work, allocates resources, and prioritizes staffing to maintain 24/7 operations of the PSCC.
Evaluates the effectiveness of Supervisors and assist in establishing performance goals for Emergency Communications Technicians (ECTs).
Collaborates with police and fire department supervisors and senior managers to ensure service delivery standards are met and maintained.
Advises the Assistant Director and Director on management-labor relations, union proposals, and agreements.
Collaborates with the Training Coordinator to ensure all employees maintain the required certifications and receive career development opportunities.
Assists the Assistant Director and Director in developing the PSCC budget and participates in long-range planning efforts to ensure operational sustainability.
Stays current with advancements in public safety communications equipment and technology and makes recommendations to improve resources.
Provides court testimony as required and performs other duties as assigned.
May serve as a member of the management team in labor negotiations.
Performs other duties as assigned.
QUALIFICATIONS
Five (5) years of progressively responsible supervisory experience, including operations oversight, resource allocation, staff performance, interagency collaboration, and strategic planning.
Included in your five years of experience you must have three (3) years in a public safety or military organization ensuring the continuous operation of public safety and emergency communications systems.
Experience in managing 24/7 operations and collaborating with public safety agencies.
Knowledge of 9-1-1 computer-aided dispatch (CAD), radio communications, and telephony systems that support public safety.
Strong leadership skills and the ability to manage and evaluate team performance using performance measurements.
Ability to manage staff, resolve complex operational issues, and present clear recommendations in written and verbal formats.
Familiarity with public safety communications software (e.g., CJIS/VCIN, Telestaff) and technical equipment such as two-way radios and 9-1-1 telephony systems.
Knowledge of applicable Federal Communications Commission (FCC) and Department of Transportation (DOT) rules and regulations affecting public safety communications and standards promulgated by applicable Law Enforcement, Fire and Rescue, Emergency Management, and public safety communications professional associations.
Extensive knowledge of response procedures for Police, Fire-Rescue, and Emergency Medical Services (EMS).
Knowledge of methods of strategic planning and program evaluation.
Knowledge of the principles and practices of public administration, human resources, budgeting, information systems, and management analysis to include knowledge of applicable State and Federal laws and regulations.
Must have never been convicted of a felony or serious misdemeanor.
Ability to manage staff and operations using performance measurements.
Ability to analyze complex issues, processes, and operations and develop solutions.
Ability to create strategies and plans for achieving long-term visions.
Ability to identify, develop, market, implement, and manage change.
Ability to communicate effectively with individuals and groups in a diverse workforce.
PREFERRED QUALIFICATIONS
APCO Supervisory Training, APCO Registered Public-Safety Leader, APCO CPE, or Emergency Number Professional (ENP).
EDUCATION
High school diploma or a Certificate of General Educational Development (GED).
CERTIFICATIONS AND LICENSES REQUIRED
National Incident Management System (NIMS) 100, 200, 300, 400, 700, and 800 series training from the Federal Emergency Management Agency (FEMA) is required within one year of hire, promotion, or placement in the job.
Virginia Criminal Information Network (VCIN) Certification within three months of hire, promotion, or placement in the job.
NECESSARY SPECIAL FACTORS
Pass comprehensive medical examinations including drug screening and vision, and Pass cognitive and physical ability tests and psychological examinations.
Required to report to work during times of inclement weather and may be subject to work rotating shifts, weekends, holidays, and special Airport Events.
May be subject to holdover or recall on a 24-hour basis for essential services and emergencies.
May be required to be on call management representative on weekends or holidays.
Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.
A background security investigation will be required for all new hires.
